Currently it is possible to get zero length gif files
while mrtg is doing updates. It should write the gif
output to a temporary file and then move it to the
final location atomically. This way nobody will get
zero length files from the webserver or anywhere else.
The same thing probably applies to the html otput.

Followup-For: Bug #20641
mrtg still produces files by opening the target file, overwriting,
then closing, instead of writing to a temp file then renaming the temp
file.
With RRD now the default this probably isnt a problelm for most
people it does mean this bug is still valid
I have posted it upstream as I think that such a change would be better
done there.
