The real problem is the lack of a standard way to change the maintainer address without making an upload. Think for example about package "foo" in stable which changed maintainer in testing and now it's called package "bar" (because it also changed name). There should be an easy way (something like a GPG-signed message, or a control command) to tell the BTS that bugs about "foo" should be directed to the maintainer of "bar" This will not only be useful for packages in stable which no longer exist in testing but also to change maintainer addresses without making uploads. There may be cases where an immediate upload is not possible but changing the address to which the BTS sends messages ASAP is highly desirable. I'm reassigning and retitling this bug appropriately.
