This is bad; many upstream sources, like the Linux kernel source, contain directories named 'core', and unless the "-I !" option is passed to cvs import, it'll ignore both files and directories named core. What would be nice (hence the wishlist severity :) would be if cvs would ignore files, but not directories, named core, by default.
