NNN@b.d.o messages are handled entirely separately from control@b.d.o messages. The BTS has no way of knowing whether such a message has been passed through or not, or whether it will result in being reassigned until the reassignment actually happens. That's why it's good form to indicate why you're reassigning in the comments and to explicitely Cc:. In the future, this will change by allowing more control messages to be sent in the psuedoheaders of regular mail, the use of which will allow processing along the lines of what you're asking.
