GRUB should support internationalization. UCHIYAMA Yasushi has made
some patches to 0.5, which are available from

Hi,
I did many tests in the grub shell and not having a french keyboard is
very painful :<.
You may look at Mandrake 8.1 grub package that has a keyboard=xx option
to support foreign keyboards.

#196874 has been fixed for long, but went unnoticed bescause it was
wrongly assigned to grub-doc.
#33723 won't be fixed for GRUB 0.9x, upstream is redessigning GRUB so that
it supports l8n (PUPA project).
