I can't see why, but w3 on my system tried to load 'xv' to view a jpeg file.
(I don't have xv installed, since it's non-free.)  The appropriate line of
/etc/mailcap is

image/jpeg; display '%s'; test=test -n "$DISPLAY"

which does indeed work.

I'm using w3 from within xemacs20-nomule, version 20.4-14.

Sorry this is vague; I'm happy to help provide more information, but I'm not
sure where to look.
