Debconf 0.9.41 does not contain a file named
/usr/lib/perl5/Debian/DebConf/Question.pm. In fact, it contains no files
in /usr/lib/perl5/ at all. Either you got the version number wrong, or
something weird is going on in your system.
I also don't think the dpkg bus error is related to debconf.

was used to preconfigure packages. Then when you filed the bug, your
system had upgraded to the new version already.

This seems unrelated to debconf at all, and is probably a bug in dpkg.
What version of dpkg was this? I am going to reassign the bug to dpkg.
