It should not be allowed that 2 packages with different names ever
declare the same conffile, even if they conflict, as conffiles are not
removed unless a package is really purged.
Maybe lintian could check this to some extent. I'll report a bug
against dpkg which does not barf in such a case.

Eventually I will rewrite the overlaps check so that it can use the lintian
lab rather than the Contents file. This is not high priority, though.
I will keep this suggestion in mind when I write it. The conffile lists
are readily accessible in the lintian lab.

Only packages that are tagged *conflicting* with each other may
specify the same file as `conffile'. A package may not modify a
configuration file of another package.

Hi,
what used to be described in policy 3.3.7 ten years ago, is now in 10.7.4:
file:///usr/share/doc/debian-policy/policy.html/ch-files.html#s10.7.4
As the text was changed significantly I assume policy is correct and the=20
wishlist bug should indeed be closed or tagged wontfix, but I'll leave this=
=20
to the policy maintainers to decide.
