If you check the url in a real web browesr, it works. If you telnet into
that server and send a GET /download.html, it fails. I suppose they're
using name-based virtual hosting. So I think lftp should support http 1.1
to the extent that will make it work with such systems.

Lftp is sending...
---> HEAD http://www.analog.cx/download.html/ HTTP/1.1
...which is wrong. Lftp shouldn't change the URL
Lftp is expecting a directory, not a file to download. So it appends a '/'.
IMO it should be able to handle every URL as a directory, and it shouldn't
change the URL (and just follow the redirect).
Yes, this is a bug. But an interface design bug, you are supposed to use
lftp's `get' command to download files (or the external script lftpget).

This comes from ftp, where files cannot be treated as directories.
I have an item in TODO to add a flag to mark current "directory" as a file
(so that slash is not appended and the path is correctly combined with
relative paths to files). But it will take some time to implement, and
I currently don't have much time and desire to write it.

What if you just remove the adding of '/' to the end of the URL? I'll try
myself to do that and experiment a little...

Won't work. Combining path with a file name will be one of the
problems.

This is expected behaviour. Lftp prior to 3.3.0 expected an URL of a directory
on command line. 3.3.0 and later can set current location to a file (for http protocol).
So with that version it will look like:
lav@swing:~> lftp http://www.analog.cx/download.html
cd ok, cwd=/download.html
lftp www.analog.cx:/download.html>
It still won't download the file. Use lftpget for that.
