debstd does not still keep file time stamps.
Example: The just uploaded hello-debstd had this:
-rw-r--r-- root/root 790 Feb 15 13:22 1997 usr/doc/hello-debstd/README
-rw-r--r-- root/root 1463 Feb 15 13:22 1997 usr/doc/hello-debstd/NEWS
and the debstd command line was this:
debstd ChangeLog README NEWS debian/BUGS.Debian
Note: README and NEWS were not patched at all.

Sorry. I removed that feature again due to problems when copying files.
Time stamps might be kept when you use the docs file.

debstd uses install to place files listed as parameters and I could not
locate an option to preserve the permissions. I might be able to do some
stuff with chmod chown cp -p, true.
