This package contains static libraries and include files.  They are
not essential for the minimal base system.  Shouldn't there be a new
e2fsprogs-dev package in the devel section?

Oh, I suppose so - to be honest I just couldn't be bothered.  After
all, they are very small.  (Well, that's my excuse!)  I'll change it in
the next version.
