Is'nt it debian policy to have all documentation gzipped?
You can read gzipped html files with a webserver like apache.
BTW this documentation is in tetex-doc.

I'm not really paying attention to the debian webserver standard. If
this is ok, then you can close it. (the index.html lists the files
without the .gz extension btw. I assume that's correct)

manpages and info files have to be always compressed, but documentation
only when it is not small.

You should not need a webserver to read html files.
You may gzip only big files, not every file.
[ BTW: A compressed .dvi is really ugly, even if it is big. ]
