Exmh doesn't recognize a PGP clearsigned message without a MIME
type if there is an empty line before the "-----BEGIN PGP SIGNED
MESSAGE-----" line (in addition to the one empty line required by
the mail format). Removing the extra empty line (leaving only one
empty line) fixes the problem.
Some people send such messages to the Debian change announcement lists,
for example. (It's OK to send them, but exmh should handle them better,
i.e., it should recognize that the message is PGP signed.)
