According to chattr(1) manpage, any user can set the +a attribute to
a file. That is _clearly_  implied, since for root only attributes
(like +i ) it explicitly mentions the superuser limitation.

The +a option, although advertized as a tool for normal users, it only
works for root but not for others.

As the maintainer of the debian-package providing e2fsprogs, I forward

This report concerned v1.06, but it seems not to have changed in 1.10.

I'd add to this bug-report that chattr doesn't seem to handle the '+A'
switch, though it is documented in the manpage, and that lsattr
doesn't even show a free space for it in the flag-list.

"8190-forwarded@bugs", which is necessary for us at debian to keep
track of what goes on about this bug-report.

Note that it does not fail when nothing has to be changed, but only
when trying to do the change.  Maybe it is a problem in the kernel
driver ?
