Subject: wu-ftpd can't evaluate %U in first banner

If I have the following banner (gets displayed _before_
the user has logged in):

 Welcome, archive user %U@%R!

wu-ftpd receives a segmentation fault.  After reading the
manual page for ftpaccess(5) I beleive that this variable
isn't intended to be used at this early stage.

Anyways this did work before I upgraded some libraries.  At
least (I don't know if it has displayed the correct ident
user) it didn't produce a segv.
