There was no file /dev/tty0, which my X wanted. There is, in this
incarnation of debian, a file /dev/console (which was not created in
1.1), but
I needed to make a symlink to get X to run.
I had to change the permissions on /dev/ttyS1 in order for a regular
user to
be able to access the modem.

The tty0 missing looks like a bug.
Regarding the access permissions of the modem device, you should add
users who are authorized to use the modem to the "dialout" group in
/etc/group. This is somewhat more secure than letting all possible
users access the modem.
