If the QUIT command is issued after the ppp0 interface is removed (ppp
no longer running) the program never completes the quit command. It keeps
trying forever. Only C will help it exit cleanly, but a \ will
also dump core. That is -INT does not dump, but -QUIT dumps (same as
default sig behavior).

OK, this is what happens:
When the interface goes down, the connection to the FTP site is still
alive (at least in the kernel's eyes). When you quit, the QUIT
command is sent to the server. It can't get there, because the
interface is down. Eventually (after 10 minutes, by default), the
connection will time out and ncftp will quit on its own.
There is nothing that can really be done about this. Perhaps the
kernel should sever connections over a downed interface, which might
solve the problem, but there's probably no reliable way to do this
from user space. A workaround would be to set your timeout to
something relatively low (say 15 sec.).
