package is responsible for the creation/destruction of files that are not
packaged [but are the result of the installation]. For example, tcsh's
installation creates a symlink in /etc/alternatives from csh.1 to
/usr/man/man1/tcsh.1 -- but searching for csh.1 in dpkg --search [as
indicated in the bug-reporting.txt file] does not mention the symlink!
# dpkg --search csh.1
tcsh: /usr/man/man1/tcsh.1
Actually, there does not appear to be any way to determine which package
created a particular file.
