I've been trying to compile the debian packages from sources
    glibc_2.0.3.orig.tar.gz, glibc_2.0.3-4.diff.gz
and encountered several errors while building binary-locales:


I noticed that localedef reads
or tries to read from files like /usr/share/locale/de_DE/LC_MESSAGES etc
whereas during this stage, it apparently has to read from
debian/hold/usr/share/locale/de_DE/LC_MESSAGES etc
This is probably because the path is hardcoded into the sources as follows:
