This is an error, of course. Options have to precede non-option
arguments, so what you're asking dpkg-split to do is to split into
files starting `--msdos', eg `--msdos.1of3.deb' or whatever.

... dpkg-split should have been happy to do that. The problem is that
there is a bug in the libc. I first noticed this bug when trying to
use rsh - it would take the option arguments to the remote command and
try to interpret them locally.
`mv' is affected, too:
-chiark:~> mv spong bar
mv: spong: No such file or directory
-chiark:~> mv spong --bar
mv: unrecognized option `--bar'
Try `mv --help' for more information.
-chiark:~>
This is a really stupid feature of the GNU implementation of getopt,
which we should disable.

My personal opinion is that the default behavior of getopt should be
POSIX conforming, however, I have decided not change this and deviate
from the "standard" Linux/glibc behavior for something this subjective
just for Debian. As a result, I am going to reassign this bug back to
the original package. The appropriate maintainer should either close
the bug or change their package accordingly.
If you do not like this decision, you have two choices. Either
convince the upstream authors to change libc (not likely, IMO) or
convince the Debian developer community to add the appropriate
environment variable in a system wide manner.

It seems to me that a simple fix for the particular dpkg --msdos bug would
be to call mv as "mv -- foo bar".

1685: dpkg-split command line parsing.
My take on this, the options expected aren't in a compatible format,
so it can't be made GNU style. Also the man page shows that the
complained about format is expected. IMO, if it's documented as such,
then it should be acceptible. GNU is not the endall argument format.
16217: prompting for clearing avail on updates in dselect
dselect doesn't seem to do this anymore
10263: segfaults on upgrade
Very old bug concerning libc5->libc6 upgrades. I don't think we have any
way to really reproduce it, plus the reports show that the cause was
possibly found from some dependencies, but the original poster never
responded back.
4074: conffile's left behind
Not a current problem with dpkg it seems
1037: dselect help screen
Ian said he would fix this in the report when he released the C version of
dpkg, that seems to have occured (bug report is vague on what the actual bug
is, and attempts at clarifying have failed).
