Since this is not part of the FSSTND and therefore of Debian, I don't think it should be added. Actually, I don't think /bin and /usr/bin should be added either, but the author of INN must have had a good reason for putting them there. Under the more SYSVish Debian filesystem, /sbin and /usr/sbin should probably replace the BSDish /usr/ucb.
