iso_8859_1 LC_CTYPE specification does not work, /usr/share/locale/ISO
directory missing, aliases missing from /usr/share/locale/locale.alias.  It
should contain aliases like this:

ISO-8859-1      ISO_8859-1
iso-8859-1      ISO_8859-1
iso_8859_1      ISO_8859-1
ISO-8859-2      ISO_8859-1
iso-8859-2      ISO_8859-1
iso_8859_2      ISO_8859-1

and there should be a /usr/share/locale/ISO/LC_CTYPE defining these
locales.

I do not understand this bug report.  The correct name to use for the
ISO 8859-1 charset is 'ISO-8859-1', not 'iso_8859_1'.  Why don't you
want to use 'ISO-8859-1'?
