This is a problem with the user interface of the man command; the
proper incantation is
man -e pub 3 log
to get at log(3pub). See the manual page for man(1), option -e,
for more details.
Since this isn't a problem, I'm closing the bug. (However, I now
notice that the manual pages aren't compressed, and will fix that
for the next version. No need to report it as a bug.)
Note that dwww displays this in a better way, of course.
(Shameless plug for a formerly-mine package. :)
(I'm Cc'ing this to Fabrizio, who maintains the man package -- at
least the version I have installed -- just so he knows about this.
I don't think we need to modify the man program.)

Hummm, maybe you're closing it too early?
The problem seems to me (after installed ver. 0.25-1) that the whatis
parse for the page doesn't go because the .TH is wrong:
@@ -3,3 +3,3 @@
.\"
-.TH LOG 3 "C Programmer's Manual" Publib "C Programmer's Manual"
+.TH LOG 3pub "C Programmer's Manual" Publib "C Programmer's Manual"
.SH NAME
After this change (and a manual run of mandb -c , sigh=5min on my 486)
the command
$ whatis log
log (3pub) - simple log file output
log (3) - exponential, logarithmic and power functions
now works and
$ man -a log
Reformatting log(3), please wait...
[show exp page]
--Man-- next: log(3pub) [ view (return) | skip (Ctrl-D) | quit (Ctrl-C)]
Reformatting log(3pub), please wait...
[show log.3pub page]
and also
$ man 3pub log
works greatly.
Ciao,
fabrizio

This works even without changing the manual page. I get identical
output on my box.

This doesn't work, with or without the change.

Humm, I supposed you were up-to-date ...
You must upgrade at least to man 2.3.10-18 which is now in 1.2.x or,
better, to man-db 2.3.10-33 (in frozen/bo) or -34 (still in Incoming).
Mostly because of the changes in man-2.3.10-18 :
* changed the way 'man 9term' problem is handled (bug#5345) fixed
badly in 2.3.10-16 (oops)
For the fact that the other commands worked even without the change ...
I don't know, but consider that the whatis parse is not updated unless
you issue mandb -c again, so it is possible that the database went out
of sync when you change manually the pages (and even when you upgrade a
package :-)
Cheers,
Fabrizio
